The Beninese government is taking a new step in its policy of territorialization of development. The Council of Ministers of Wednesday, October 07, 2026 approved the operationalization of six territorial development poles.
This reform aims to better organize public action by taking into account the characteristics and potentialities of the different municipalities. The six poles are: Northeast, Northwest, Center, Southeast, Southwest and Grand-Nokoué. Each brings together several municipalities sharing common economic and territorial characteristics.
Agriculture, tourism and industry
The government intends to rely on four main axes: agriculture, tourism, industry and innovation. The stated objective is to accelerate the balanced development of the country, create more jobs and promote the emergence of industries and socio-economic infrastructures in the various localities. The Grand-Nokoué includes Abomey-Calavi, Cotonou, Ouidah, Porto-Novo and Sèmè-Kpodji. The Southeast Pole includes, among others, Pobè, Kétou, Sakété, Adjarra and Akpro-Missérété. Implementation will begin in October 2026. The first phase, scheduled until December, will be devoted to the installation of governance bodies, economic and territorial diagnosis and the mapping of existing actors and projects.
From January to March 2027, the government then plans to work on the attractiveness of each cluster, the priority sectors, the necessary infrastructure and the public and private projects to be developed. Benin is thus focusing on a territorial organization more oriented towards the potential of each area.
