EU–Morocco: Kaja Kallas visits Rabat to strengthen strategic partnership

The European Union’s High Representative for Foreign Affairs and Vice-President of the European Commission, Kaja Kallas, is on an official visit to Morocco from April 16 to 17, 2026. In Rabat, she reaffirmed, alongside Moroccan Foreign Minister Nasser Bourita, a shared commitment to strengthening the strategic partnership between the EU and the Kingdom. This marks Kallas’s first visit to Morocco since her appointment in December 2024, signaling a renewed momentum in EU–Morocco relations.

Bilateral talks held in Rabat

The two officials held talks in the Moroccan capital, followed by a joint press conference. The meeting is part of ongoing efforts to deepen bilateral cooperation and advance discussions on key political and economic priorities. The issue of Western Sahara featured prominently in the discussions. Kaja Kallas reiterated the EU’s common position adopted in January, supporting Morocco’s autonomy plan for the territory. This stance was welcomed by Moroccan authorities, who described it as a “strong signal” ahead of an upcoming meeting of the United Nations Security Council, scheduled for April 23–24, to address the mandate of the MINURSO.

A strong economic and strategic partnership

“The Morocco–EU relationship is close, reliable and strategic,” Kaja Kallas stated, highlighting that the EU remains Morocco’s leading trading partner and primary foreign investor. Both sides discussed ways to further strengthen economic and political ties.

Cooperation between Rabat and Brussels spans several critical areas, including irregular migration, security, and trade. Talks are expected to lead to the finalization of a “comprehensive strategic partnership,” aimed at taking EU–Morocco relations to the next level.
