The president of the Rwanda Football Federation (Ferwafa), Fabrice Shema Ngoga, has been arrested in Kigali, according to local media reports. The arrest was confirmed on Tuesday, August 11, by the Rwanda Investigation Bureau (RIB). The football official is reportedly being held at a police station in Kigali’s Kicukiro district.
Fabrice Shema Ngoga suspected of issuing bad cheque
According to the initial information released by Rwandan authorities, Shema Ngoga is suspected of issuing a cheque without sufficient funds. The authorities have not disclosed the amount involved or provided further details about the circumstances surrounding the cheque. The RIB has yet to indicate what legal proceedings may follow the arrest.
Elected Ferwafa president in 2025
Shema Ngoga has led the Rwanda Football Federation since August 2025, when he was elected unopposed. Before taking charge of Ferwafa, he was known for his involvement in Rwandan club football. He served as president of AS Kigali from 2019 to 2025. During his tenure, the club won the Peace Cup twice, one of Rwanda’s major domestic football competitions.
Football executive and businessman
Beyond football, Shema Ngoga is also active in the business sector. He is reportedly the chief executive officer of a company specialising in medical equipment, making him a prominent figure both in Rwandan football and business circles. His arrest comes roughly one year after he took over as head of the country’s football governing body.

The Rwanda Football Federation has not yet issued an official statement regarding its president’s arrest. Authorities have also provided no further information about the case, including the value of the disputed cheque or the potential legal consequences facing Shema Ngoga. The investigation remains ongoing, and Fabrice Shema Ngoga is presumed innocent unless and until a court establishes his responsibility.
